بيان مشترك لعائلات المفقودين وحملة “العدالة لضحايا القارب”

أصدرت عائلات المفقودين بالتعاون مع الناشطين من حملة “العدالة لضحايا القارب” أمس الأربعاء، والذي غرق في 14 / 6 / 2023، في المياه الإقليمية اليونانية، بياناً اوضحوا فيه حجم المأساة التي راح ضحيتها ما يقارب الـ 600 شخص بينهم نساء وأطفال، مشيرين إلى إنزعاجهم من التحقيق غير الشفاف، والظروف غير الصحيحة لإجراء التحقيق بصورة عادلة، لا سيما في ما يتعلق بفحص الـ(DNA)..

وأعرب البيان عن حالة الحزن والاحباط التي يعيشها أهالي الضحايا والمفقودين، محددين مجموعة من الطلبات لإحقاق الحق وإنصاف أهالي الضحايا…

فيما يلي نص البيان حرفياً كما وصلت نسخة منه لموقع “سوريتنا” باللغتين العربية والإنكليزية:

“بيان من عائلات المفقودين وحملة العدالة لضحايا القارب

نحن، حملة العدالة لضحايا القارب، وعائلات المفقودين،والمفقودات نتوجه إليكم/ن لنشرح لكم/ن حجم مأساتنا ومأساة الناجين والناجيات من حادثة غرق القارب قبالة السواحل اليونانية يوم الأربعاء 14 حزيران 2023، ولنسألكم العون والدعم لتحقيق مطالبنا بشكل عاجل وفوري.

إننا نشهد يومًا بعد يوم معاناة الناجين وعائلات المفقودين/ت وضعف استجابة السلطات اليونانية والمجتمع الدولي والمنظمات غير الحكومية المحلية والدولية.

نحن نرصد باهتمام بالغ وقلق شديد التقارير والتحقيقات الاستقصائية التي تشير إلى عدم تعاون السلطات اليونانية وغياب الشفافية في التحقيقات الجارية. وهذا يعطي انطباعًا بوجود تستر وانتهاك لحقوق الإنسان ومبادئ العدالة، كما أننا نعبر عن مخاوفنا على الناجين حيث أنهم الشهود الوحيدون على الحادثة المفجعة والتي تعد الاكبر من نوعها في البحر المتوسط، خاصة مع تخاذل خفر السواحل اليونانية عن إنقاذ الضحايا لعدة ساعات ومن ثم سحب المركب بطريقة خاطئة ما أدى إلى وفاة وغرق وفقدان أكثر من 500 ضحية، إضافة إلى الوضع الإنساني والمعيشي والصحي الحرج لهم في أماكن احتجازهم.
كما نعرب عن بالغ حزننا وإحباطنا لعدم قيام السلطات اليونانية بتسليم جثامين أقاربنا وأحبابنا للقيام بمراسم الدفن والحداد، وننوه ان نسبة السوريين الذين استطاعوا الوصول إلى اليونان من أجل التعرف على الجثامين وإعطاء عينات الحمض النووي، هي نسبة قليلة جدا، حيث أن من استطاع القدوم إلى اليونان هم فقط ممن يعيشون في دول اللجوء، أما الغالبية العظمى من العائلات فهي في الداخل السوري أو دول الجوار وتحديدا الأردن، وقدومهم إلى اليونان شبه مستحيل وبالتالي فهم محرومون من حقهم الطبيعي في إعطاء عينات الحمض النووي وبالتالي التعرف على الجثامين.
كما نود إطلاعكم أن السلطات اليونانية تقوم بإبلاغ العائلات بالتواصل مع السفارة السورية في أثينا من أجل استلام الجثامين، وهو ليس منطقيا ويحمل درجة من الخطورة، خاصة وأن المسؤول الأساسي عن هذه الفاجعة هو النظام السوري الذي تجبر سياسات الترهيب والبطش التي يمارسها السوريين على مغادرة البلاد بأية وسيلة.
كما أنهم يمارسون ضغطا نفسيا شديدا على الناجين من أجل تقديم اللجوء في اليونان أو التحريل إلى سوريا أو ليبيا.
بناء على ما ذكر، فإننا نطالب:

الحشد والمناصرة من قبل كل الناشطين والناشطات ومنظمات المجتمع المدني السورية والدولية والإعلاميين والمدافعين عن حقوق الإنسان والمحامين والفرق الطبية والمنظمات الإنسانية للقيام بدورهم الواجب في تقديم كل العون والدعم والتوثيق والضغط على المجتمع الدولي وتحديدا الاتحاد الاوروبي والسلطات اليونانية للوصول إلى ما يلي:

■ التنسيق والاجتماعات مع الفاعلين الدوليين لاتخاذ ما يلزم لضمان حماية الناجين وتسليم الجاثامين حسب الأصول.
الضغط على السلطات اليونانية من أجل السماح للمنظمات الدولية المختصة بالحصول على التراخيص اللازمة للقيام بعملهم فيما يتعلق بعينات الحمض النووي ومطابقتها والبحث عن المفقودين واستخراج جثامين الغرقى.

■ الضغط على السلطات اليونانية من أجل السماح بالعاملين في مجال التوثيق الحقوقي والمجال الإعلامي للدخول بشكل آمن إلى اليونان والقيام بعملهم في رصد وتوثيق وتغطية ما حدث.

■ الضغط على السلطات اليونانية وحكومات دول اللجوء من أجل السماح للعائلات المقيمة في دول اللجوء باصطحاب الناجين من أقربائهم معه حيث يقيمون وإعطاء الفيز بناء على ذلك.

■ التعاون من قبل منظمات المجتمع المدني في أوروربا من أجل التنسيق لاعتصام من أجل الحداد على أرواح من فقدوا ولتسليط الضوء على ماساة الناجين وضرورة بدء البحث الفوري عن المفقودين، وللتذكير بأن سوريا بلد غير آمن في ظل غياب أي انتقال سياسي وعجز المجتمع الدولي عن إيجاد حل عادل ومنصف للقضية السورية، وهو العامل الأساسي الذي يؤدي إلى هروب السوريين والسوريات من سورية أو من دول الجوار خوفا من الترحيل إلى سورية طرق خطرة جدا.

■ التعاون مع الآليات الدولية من أجل إجراء التحقيقات اللازمة حول الحادثة ودعم العائلات بالوصول إلى العدالة والمحاسبة بالطرق القانونية.

وختاما، نحن نشعر بالخذلان الشديد إزاء عدم الاستجابة لنا لأكثر من 20 يوما ، لذا نحن نعتمد عليكم في إيصال صوتنا وحمل رسالتنا ودعم قضيتنا .

“A statement from the families of the missing victims of the boat and the campaign “Justice for the boat victims”

We, the Campaign of Justice for the boat victims, and the Families of the Missing victims, are addressing you to explain our significant tragedy and the tragedy of the survivors of the boat sinking near the Greek coast on Wednesday, June 14th, 2023, and to ask your help and support to fulfill our demands urgently and immediately.

Day by day, we witness the suffering of the survivors and the families of the missing and the non-sufficient response of the Greek authorities, the international community and local and international NGOs.

We observe with great interest and concern the investigative reports indicating the Greek authorities’ lack of cooperation and lack of transparency in the ongoing investigations. This gives the impression of a cover-up and a violation of human rights and principles of justice, and we express our fears toward the survivors as they are the only witnesses of this tragic accident, which is the largest one in the Mediterranean, especially with the failure of the Greek Coast Guard to rescue the victims for several hours and then towing the boat in a Wrong way, which led to the death, drowning, and loss of more than 500 victims, in addition to the critical humanitarian situation of the survivors and the horrible living and health conditions in their places of detention.
We also express our deep sadness and frustration because the Greek authorities refuse to deliver the dead bodies of our relatives and loved ones to carry out the burial and mourning ceremonies, and we should get the attention that Syrians who were able to reach Greece in order to identify the bodies and give DNA samples is a very small percentage, as they are only who live in countries of asylum, while the vast majority of families are inside Syria or neighboring countries, specifically Jordan, and their travelling to Greece is almost impossible, and therefore they are deprived of their right to give DNA samples and thus identify the bodies.
We would also like to inform you that the Greek authorities are informing the families to contact the Syrian embassy in Athens in order to receive the bodies, which is dangerous and illogical, especially since the main responsible for this tragedy is the Syrian regime, whose policies of intimidation and brutality force Syrians to flee the country by any means.
As well as, the Greek authorities exert intense psychological pressure on the survivors to seek asylum in Greece or be deported to Syria or Libya.
Based on the above, we demand:
Mobilization and advocacy by all Syrian and international activists, civil society organizations, media professionals, human rights defenders, lawyers, medical crews and humanitarian organizations to do their duties in providing all assistance, support, documentation and pressure on the international community, specifically the European Union and the Greek authorities, to reach the following:

■ Coordinating and holding meetings with the international actors to take the necessary measures to ensure the protection of survivors and the proper delivery of the dead bodies.
■ Urging the Greek authorities to allow the competent international organizations to obtain the necessary permissions to carry out their work with regard to DNA samples, the matching process, the search for missing persons and the extraction of the bodies of drowned persons.

■ Urging the Greek authorities to allow workers in the field of human rights, documentation and media to enter safely into Greece and carry out their work in monitoring, documenting and covering what happened.

■ Urging the Greek authorities and the governments asylum countries to allow the families who are refugees there to bring their survivor relatives with them where they live and to issue visas accordingly.

■ Cooperation by the civil society organizations in Europe to coordinate for a protest in order to mourn the lives of the victims, to spot the lights on this tragedy of the survivors and the need to start an immediate search for the missing, and to remind that Syria is still an insecure country in the absence of any political transition and the inability of the international community to find a fair solution for the Syrian cause, which is the main factor that leads to the Syrians to flee in very risky conditions, from Syria or from the neighboring countries due to their fear of deportation to Syria.

■ Cooperation with the international mechanisms in order to start the necessary investigations on the incident and support the families in accessing justice and accountability through the legal methods.

In conclusion, we feel very disappointed by not responding to us for more than 20 days, so we count on you to deliver our voice, carry our message and support our cause.
